Project Information:

A vernacular neo-Federal style residence designed by Irving Margon and built in 1937. Application is to install windows and balconies in existing and modified openings, construct a rooftop bulkhead and pergola, and legalize and modify the rear façade.

FRIENDS' Testimony:

FRIENDS’ Preservation Committee finds the proposed façade changes appropriate and consistent with the building’s historic character. Replacing the second-floor windows with black-painted, six-over-six double-hung wood units restores the original configuration and historical accuracy. We also support modifying select first and ground-floor openings; converting windows to doors and vice versa preserves the façade’s symmetry and composition. FRIENDS appreciates the applicant narrowing the projecting balconies following the Manhattan Community Board 8 hearing, as this reduction lessens their visual impact and intrusiveness along 78th Street.

Regarding the rooftop, the Committee supports the stucco-clad stair bulkhead and dark bronze shade structure as compatible additions. However, we remain concerned by the extensive glazing on the bulkhead’s Fifth Avenue elevation. We urge the applicant to reduce this glazing to ensure the bulkhead recedes, better harmonizes with the adjacent building, and avoids drawing attention to itself—particularly when illuminated and visible through the glass.
