FRIENDS' Testimony:

The Preservation Committee at FRIENDS greatly appreciates the detailed historic research and neighborhood survey undertaken by the applicant to resolve the history of the blind bay at 18 East 69th Street. Their work has shown this type of blind bay to be exceptionally rare in the Upper East Side Historic District. Because of this, our committee was torn between the preservation of this unique instance and the creation of a design that would be more in keeping of a typical row house bay. Despite varying opinions, it was agreed that installing windows to match the detailing and scale of the original windows was an appropriate change and FRIENDS supports approval of this application by the Commission.
