FRIENDS' Testimony:
FRIENDS’ Preservation Committee commends the applicant's initiative to improve energy efficiency and sound insulation at 640 Park Avenue by replacing non-original double-hung windows with simulated double-hung Passive House windows in aluminum-clad wood. While we do not oppose the design for the minimally visible 12th-floor windows, we believe a more comprehensive approach is needed for the rest of the building. Specifically, we think 640 Park Avenue would greatly benefit from a window master plan to address the building's inconsistent facade, which currently features a mix of single and double-panel windows. This plan should guide future alterations, ensuring a unified and historically accurate appearance while balancing energy efficiency with the building's original design, including original sash operation.
