Under Mayor Adams' guidance, the New York City Department of City Planning has proposed a suite of zoning changes under the umbrella of “City of Yes.”
Intended to “modernize and update our city’s zoning regulations to support small businesses, create affordable housing and promote sustainability,” this initiative comes in three parts: Zoning for Carbon Neutrality (already passed), Zoning for Economic Opportunity, and Zoning for Housing Opportunity.
This third phase, Housing Opportunity, proposes zoning amendments to encourage and incentivize housing creation and address the affordability crisis in the city. Current analysis, however, shows that it may just exacerbate the existing conditions on the UES and UWS—currently the densest neighborhoods in the country.
