FRIENDS' Testimony:

FRIENDS Preservation Committee is pleased to support this application. The
Victory Monument by artist Vinnie Bagwell stands as a meaningful tribute to
African American women who suffered at the hands of Dr. Sims. This monument
is a powerful and important work of art, and we commend this initiative by New
York City's Percent for Art program, City Parks, and the Department of Cultural
Affairs.

We also commend the beautiful ornamental wrought-iron work and the sunburst
pattern pavement. These elements provide a fitting and dignified backdrop that
enhances the monument's presence and impact. The craftsmanship and design
of these elements contribute to the overall artistic statement and create a space
for reflection and remembrance.

FRIENDS believes that the Victory Monument is a valuable addition to the
cultural landscape of New York City. We fully support the installation of this
monument alongside the Central Park wall as it serves as a reminder of a bitter
past, while also honoring the strength and resilience of African American
women.
